School, Academy and Free School Funding Overview Masterclass


This one-day master class, delivered by Philip Moss, Education Consultant, will provide participants with an overview of the funding arrangements for Schools, Academies and Free Schools. It will describe how school funding policy has developed and, in the light of the coalition government's education policies and how they are likely to evolve as the numbers of academies and free schools increase.

In particular the master class will provide delegates with an understanding of the following topics:

-  The proposals contained in the DfE's consultation on school and academy funding which closes at later in October;

-  The DfE's consultation's proposals for the funding of Special Educational Needs in both mainstream and special schools (including the proposals set ouit in the SEN Green Paper);

-  The legal framework underpinning the current funding arrangements, including the roles and responsibilities of LAs, schools, School Forums and academies;

Who is the master class for?

This master class will be particularly useful for

-  Local government officers;

-  Bursars and business managers in schools - particularly those who may be considering converting to Academy status;

-  Anyone considering applying to establish a Free School and who wants to gain an understanding of how free school funding is determined.

Philip Moss has previously held the post of Assistant Director for Learning and Achievement at Solihull Borough Council as well as working for the Department for Education specialising in the policy, legislation and regulation relating to funding and governance in schools.Working currently as an independent adviser and interim manager he provides support and advice to schools, academies, local authorities and other professional associations and organisations.Recently he has been leading a research project on behalf of the LGA/ADCS in relation to the reforms to school and academy funding.As an independent adviser he has undertaken a wide range of assignments including the review of SEN provision for a large shire-county and advising academies and schools on national policy issues.He is a regular speaker at, and contributor to, national and regional conferences/workshops.
